Early game is focused on survival and farming, hoping your 
Shaco ganks you.
After Statikk Shiv, you become pretty viable and can walk up pretty confidently in lane, your clear should be good and you have time to roam between waves.
Core Build
This is the core for 
Blitzcrank, as you can imagine 
Sheen is a great item for him, but in classic, Trinity Force is like incredibly good for Blitzcrank, it LITERALLY has every stat he wants and needs. but wave clear is still more important so Statikk Shiv is bound first item.
To synergize fully with 
Power Fist (E) you want to get as much Crit, Armor Penetration & AD as possible. Unfortunately there aren't an abundance of those stats that are good for this build. Phantom Dancer is an item that is placed just for topping of the missing 30% crit after Infinity Edge.
But you can still do solid damage without it and instead add a 
The Bloodthirster or 
Last Whisper.
